1. Run bilingual discovery sessions, catalogue permit types and define which applications can be completed online without
changing municipal policy.
2. Prototype resident and reviewer journeys, including saved drafts, supporting documents, fee status, clarification requests
and accessible notifications.
3. Develop the responsive portal, secure API layer, staff dashboard and integration adapters using automated testing and
documented deployment pipelines.
4. Complete accessibility, security and user-acceptance testing; migrate agreed reference data and support a controlled public
launch.
